Please refer to the values to guide the creation of your design and demonstrate your own originality and creativity.

A :.Please refer to the key phrase to guide your creation. You are not required to include this in your entry profile, which must be written in no more than 200 characters. However, you may include it if you wish.

A :.The key phrase "Innovation from Harmony" expresses the overall guiding principle for the Tokyo 2020 Games Vision.

Application qualifications and number of entries per applicant

Q :.Are persons under the age of 18 eligible to submit a mascot design entry?

A :.Persons under the age of 18 may apply as part of a group entry. At least one person in the group must fulfil the age requirements and other conditions, and this person must act as the group representative.

Q :.I am not a Japanese national, but currently reside in Japan. However, I plan to return to my home country in the near future. Am I eligible to apply?

A :.If you hold a certificate of residence for Japan at the current time, you are free to submit an entry. Please note, however, that if we encounter any difficulties in contacting you regarding your entry at a later date, your entry may be withdrawn from the selection process.

Q :.How will you check on the age, nationality and residential qualifications of applicants?

A :.Either during the selection process or when selected as the winning entry, we may request applicants to provide certain documentation for proof of identity. Such documents may include the applicant's driving license, certificate of residence, an official copy of the family register, or a copy of the applicant's passport.

Q :.Why are entries from individuals or groups limited to only one?

A :.This is because we want to be able to evaluate entries from as many people as possible. We look forward to receiving everyone's very best designs.

Q :.We would like to submit an entry from a group of over ten people. Is this possible?

A :.The higher the number of people involved, the more complicated rights-related issues become. We are therefore limiting the number of members per group to a maximum of ten.

Mascot design production methods

Q :.Could you please provide details on the procedure for producing designs using drawing software?

A :.Production environments and drawing software differ according to the types being used. Please read the user manual or consult help when using the drawing software.

Entry submission format

Q :.Is a design template available?

A :.We have not produced a specific design template. Applicants are free to create their designs as they wish, but are requested to ensure their designs are submitted on a sheet of A4 size paper (horizontal). Please also note that to comply with the selection criteria, applicants' designs must be submitted on paper with a white background.

Q :.There are basic Olympic and Paralympic poses that demonstrate the attractions of the mascots? Could you provide more specific information on these poses?

A :.These are poses that are thought to demonstrate the attractions of the mascots to the fullest extent. However, applicants are not required to submit design entries that include these particular poses. Applicants are free to create their own poses for their mascots.

Q :.There is information on the facial expressions of mascots and mascot poses for different sports. Is it possible to submit poses that are not included in the specified list of poses?

A :.To ensure fairness to all applicants during the selection process, designs other than the facial expressions of mascots and mascot poses for different sports cannot be accepted.

Q :.If mascots composed of multiple bodies are being entered, how should these be submitted?

A :.Each of the following design proposals should be submitted on a separate sheet of A3 size paper (displayed horizontally): 1) Mascot basic design proposal; 2) Basic design of six cross-sectional views of mascots; 3) Mascots' facial expressions; and 4) Mascot designs for different sports. With regard to the mascots' profiles, the production concept and the mascots' distinguishing characteristics should each be written on a separate sheet of A4 size paper.

Q :.Why is it necessary to include the dates of birth and addresses of all members of a group entry?

A :.This is to identify exactly who is involved in the production of the mascots. If it becomes clear that an individual is involved in more than one entry, all entries involving that person will be declared null and void.

Q :.I would like you evaluate my entry along with my proposed names for the mascots. Can I include my proposed names for the mascots in the profile?

A :.To ensure fairness during the selection process, proposed names must not be included in the profile. The naming of the mascots will be conducted through a separate process.

Q :.Why aren't you accepting hand-drawn designs sent by post, or scanned data of hand-drawn designs?

A :.In this competition, we are not requesting hand-drawn designs, but mascot designs that can be developed using a variety of digital tools and media. We envisage that the winning entry will be further developed, and for this reason we require all entries to be submitted on digital data. Scanned data of hand-drawn designs cannot be edited or modified; accordingly, we are only able to accept mascot designs created using drawing software.

Conditions for the creation of mascots

Q :.Is it compulsory to comply with all regulations regarding the terms and conditions for the creation of mascots?

A :.Yes. These regulations are determined by the International Olympic Committee and the International Paralympic Committee, and all regulations must be complied with.

Q :. What do you mean exactly by the phrase that both the Olympic and Paralympic mascots must share a similar world view, but must not be of a similar appearance?

A :.From a design perspective, the mascots must not be easily confused with one another. Please ensure that your designs emphasise the differences between the two individual mascots, while also displaying a distinct relationship between the mascots that clearly identifies them both as being part of the same Tokyo 2020 Games. As an example of this, please refer to the mascots for the Rio 2016 Games.

Q :.Should some kind of impairment be included in the mascot design for the Paralympic Games?

A :.Please ensure that your mascot design for the Paralympic Games does not discriminate against or is able to be construed as insulting towards persons with impairments. This includes displaying the mascot with any kind of impairment.

Q :. How should the emblems be incorporated into the mascots' designs?

A :.We will make the emblems available on our application website, please download the emblems from here (ZIP: 399.9 KB)here (ZIP: 399.9 KB).

Q :.Are there any size regulations for including the emblems in the mascots' designs?

A :.There are no particular size regulations. However, we recommend that you ensure the emblems are large enough to be easily viewed by the human eye on your submitted design (on an A4 size sheet of paper).

Q :.It is stated that poses must be depicted for all the sports being featured at the Tokyo 2020 Games. Is it also possible to include other non-sporting poses?

A :.According to the regulations specified by the International Olympic Committee and the International Paralympic Committee, poses other than those for sports must not be included in the designs.

Q :.What do you mean exactly when you say that the mascots should not be ascribed a specific gender?

A :.In the profile, please ensure that you do not ascribe a specific gender to either of the mascots.

Q :.As well as not ascribing a specific gender to the mascots, should care also be taken to ensure that the mascots cannot be clearly identified as either male or female?

A :.It does not particularly matter if the gender of the mascots is able to be ascertained from their appearance. Please do not specify the gender of the mascots.

Q :.Why won't modified versions of existing mascots or characters be acceptable?

A :.This is forbidden according to the regulations of both the International Olympic Committee and the International Paralympic Committee.

Q :.It is stated that designs already in the public domain will not be accepted. However, I have created a design that is available on a social media site for a small number of friends to view. If I enter this design will it be accepted?

A :.Please do not enter a design that is known to an unspecified or large number of people, or designs that may become more widely known. If it comes to light that such a design has been submitted, the entry will be withdrawn from the selection process.

Q :.It is stated that designs already in the public domain will not be accepted. Does this also apply to designs that have been shown to a limited number of people at a workplace, school, etc.?

A :.Please do not enter a design that has already been shown to colleagues and friends at workplaces, schools, etc. If it comes to light that such a design has been submitted, the entry will be withdrawn from the selection process.

Q :.Does a design that was entered into another competition but was not selected as the winning entry qualify as a design that is already in the public domain?

A :.As long as the design was not made publicly available, you will be able to submit a design that was entered into another competition but was not selected as the winning entry.

Q :.Is it permissible to upload my submitted entry online to a social media site?

A :.Please do not upload your submitted entry online or to a social media site. It is possible that a third party will see the design and apply to register the trademark rights/design rights, etc. of the design. This would prevent the design from being selected as the winning entry. However, it would not be a problem to make the fact that you have submitted an entry to the competition publicly known as long as the design itself is not made publicly available.

Q :.I have no knowledge whether or not my design violates the copyrights or trademark rights of a third party. What should I do about this?

A :.You are not required to conduct a specialised search. When creating your design entry, please ensure that you do not knowingly copy, closely imitate or appropriate any elements - either wholly or partially - from the design of a third party without permission. The Tokyo 2020 Organising Committee will conduct a verification process on the possible violation of existing copyrights or trademark rights.

Selection and announcement of results

Q :.There is a list of points to be taken into account regarding evaluation and selection. Which of these points is most important? If there are any points that are particularly prioritised, please specify.

A :.Each of the listed points is important for the functions of the mascots. At the current time, there is no particular point that is prioritised.

Q :.How many people will be invited to the Opening Ceremony?

A :.A decision on the number of persons to be invited to the Opening Ceremony will be taken after consultation with the winning applicant.

Q :.I understand that there is a document entitled The Tokyo 2020 Brand Development Policy. What is this document precisely?

A :.The Tokyo 2020 Brand Development Policy serves as the development policy for the future visual expression of the Tokyo 2020 Games. Along with existing aspects of the Olympic Vision, Paralympic Vision and the Tokyo 2020 Games Vision, the policy has been formulated to exude a typically Tokyo or Japanese feel or flavor to the Games. Please refer to the policy to guide your designs.

Q :.Above you have specified that the designs should contain a high degree of reproducibility to ensure that the essential image of the mascots is not lost or only minimally altered even when reproduced in different colours or monochrome, or when enlarged or reduced in size. Specifically, what reduction size do you envisage?

A :.Currently, detailed plans for the specific uses of the mascots are yet to be finalised. However, as an example, we envisage that the designs may be reduced for use on lapel pin badges. Please use this as a reference when designing your mascots.

Q :.Above it specifies that the designs should incorporate a high degree of symbolism to highlight typical aspects of Tokyo and/or Japan. If the designs are deemed not to sufficiently express these aspects, will the entries be disqualified or discarded?

A :.The mascots should introduce aspects of Japanese culture or the attractions of Japan. If, during the selection process, it is deemed that the designs do not sufficiently express these aspects, the designs will not be considered as potential candidates for the winning entry.

Q :.Will any foreign nationals be included in the selection panel?

A :.At the present time, we have no plans to select any foreign nationals as members of the selection panel. We intend to establish a selection panel made up entirely of Japanese nationals.

Q :. I understand that elementary school children will be selecting the winning entries. How will this process be conducted?

A :.A class voting process will be conducted at elementary schools across Japan. When available, further information on this process will be uploaded to the Tokyo 2020 Mascots webpage: https://tokyo2020.jp/en/games/mascot/

Cautionary items

Q :.What do you mean exactly by modifications to the designs and profiles? Is there a possibility that modifications will be made?

A :.When selecting the winning entry or shortlisted entries, we may be required to contact the applicant to request modifications to the designs or profiles. The Tokyo 2020 Mascot Selection Panel will examine and decide on the particular circumstances in which modifications may be required, who will make the modifications, and the extent of the required modifications.

Q :.Why is it possible that checks may be made of sketches, designs, etc. used during the production stage?

A :.The checks may be made to prove the originality of the submitted designs if, during the selection process or after the designs have been selected as the winning entry, it is discovered that the designs closely resemble an existing design. You are therefore kindly requested to ensure you keep all sketches, designs, etc. used during the design production process.

Information on submitted entries

Q :.Will submitted designs be returned to the applicants?

A :.Unfortunately, we are unable to return the submitted designs to the applicants. Thank you for your kind understanding in this regard.

Licensing of mascots

Q :.When the winning designs are used for commercial purposes, will the name of the winning applicant be included on the products? Will the applicant be eligible to receive royalties?

A :.As specified in the document Important Points regarding Applications to the Tokyo 2020 Games Mascots Competition, it is a condition of the competition that the applicant agrees to waive, without compensation, any rights pertaining to the winning designs. When the winning designs are used for commercial purposes, the winning applicant shall not be entitled to any royalties, and shall not have his/her name included on, in or with the product.
